Prop L is an advisory opinion; it will have not have the force of law. But, it is a chance for City voters to tell members of the Missouri General Assembly what we think about regaining control of our Police Department, which the General Assembly took during the Civil War.

The vast majority of legislators profess to be strong supporters of the principle of local control. Those legislators who oppose returning control of the City's Police Department to local taxpayers generally point to equivocal messages sent by members of the City's own legislative delegation or to much clearer messages sent by lobbyists for the police union.

A strong vote in favor of Prop L by City residents will put legislators' professed philosophies to the test.
